Horowhenua District Council (HDC) needed to meet rising drinking water compliance obligations under Taumata Arowai's (NZ’s water regulator) Drinking Water Quality Assurance rules, manage 58 water, wastewater and stormwater consents, and reduce non-revenue water losses across its reticulation network — all without growing headcount in its compliance and operations teams.
